Until the early 1960s, Hero Ohang Technical Senior Middle School in Sinpho City adjoined a factory. At that time the building of the school was a very small single-storey one as compared to the growing number of its students. In April 1961, during his guidance over a consultative meeting of the officials of the fishing industry in South Hamgyong Province at the then Sinpho Fisheries Station, President Kim Il Sung came to know about the situation of the school. After being told by an official about an intention to rebuild the school in its original place, the President fell in deep thought. After a while, he suggested discussing the construction of the school first even by postponing the consultative meeting, expressing his concern over the great inconvenience the students might have suffered in their study and physical development because the school was adjacent to the factory with a fence between them. Presently, he suggested newly building the school in such a place that the fishermen could always see and feel invigorated, not in its original place, and personally chose the site of the school at the foot of a mountain in Haesan-dong. Afterwards, under his warm loving care, the construction of the school progressed at a fast speed. A year later there appeared a neat two-storey school building at the site.
